1 vs 20,   2 vs 19,  3 vs 18  etc.

If odd number of participants, last to sign up will blind draw.

High seed plays off low seed "0" handicap.  ( example - low seed handicap is 2 and high seed handicap is 24, low seed is 0 and high seed is 22 ).
